Court documents tell a horrifying scene of alleged child abuse in Unionville, Missouri, according to reports.

The suspect was identified as 66-year-old Debra Phillips. She is charged with two counts each of child abuse, first-degree domestic assault and endangering the welfare of a child.

According to court documents, Phillips often “restrained” a young girl in her care by putting zip ties around her hands and feet and securing her to a piece of plywood.

Investigators said Phillips also placed ice packs under her arms and behind her knees in an attempt to “calm her down.”

Authorities said that the suspect would also put zip ties around the girl’s wrists, tie them together with a white twine rope and then suspend her from the garage ceiling.

According to investigators, while the girl was suspended, Phillips would gag her with two socks tied together and wrapped around her face and into her mouth.

Further investigation revealed the suspect would leave the victim tied to a board for days at a time.

A second alleged underage victim, a teenage girl, told authorities that Phillips would rarely feed the two of them, but when she did, Phillips would force them to finish their food.

The older girl said if the younger girl would not finish the food, Phillips would force feed her until she vomited.

She was then forced to eat her vomit.

The teen told investigators that Phillips would also often hit them with a wooden back scratcher.

Phillips was arrested on Friday and is being held without bond in the Putnam County jail.
