A 47-year-old Oregon man is dead after a shooting Tuesday near Horning’s Hideout in North Plains and his brother is a “person of interest” in the case, the Washington County Sheriff’s Office (WCSO) announced Wednesday.

On Tuesday at about 9:35 a.m., deputies responded to reports of a shooting at Horning’s Hideout, located at 21215 Northwest Brunswick Canyon Road.

Deputies found Carl Horning suffering from multiple gunshot wounds and despite first aid care, he died at the scene.

According to WCSO, Carl Horning’s 63-year-old brother Robert Horning was at the scene and was “initially detained” by deputies and then released several hours later. He has not been charged with any crime at this time.

According to court documents, the Horning family has been divided over a conservatorship regarding Jane Horning, Carl and Bob Horning’s mother.

LaDonna Elliot, one of six Horning siblings, filed the petition for the conservatorship in the summer of 2023. She and Carl Horning claim their mother is unable to effectively run her business and finances. The petition cited recent examples of memory loss where Jane Horning couldn’t remember conversations and made decisions about the business she “didn’t understand.”

On the other side, Bob Horning, manager of Horning’s Hideout, along with some of the other siblings disagree with the conservatorship.

Court documents allege a “tug of war” between two of Jane’s sons regarding certain legal documents where she would sign one set for one of her sons but then her other son would void it on her behalf.

The back and forth is continuing with Bob Horning’s attorney filing documents in court over attorney fees as late as Tuesday evening, the same day his brother was shot and killed.

Tualatin Valley Fire and Rescue confirmed that Carl Horning was a lieutenant and said they’re deeply saddened over his death. They also support his family and coworkers as they grieve.
