On Thursday morning, Royal Jamar Quinn, was sentenced to life without parole for the rape and kidnapping of an 11-year-old girl in Baltimore County, Maryland.
Officials said on December 2, 2019, an 11-year old girl was walking to Norwood Elementary School on Delvale Avenue in Dundalk, while being stalked by Royal Quinn while he was in his car.
As she arrived on to school grounds, Quinn attacked her from behind and dragged her to a grassy area where he sexually assaulted her. As the victim struggled, Quinn repeatedly punched her.
Surveillance video showed that the victim struggled against her attacker for almost seven minutes. After Quinn left, the victim immediately reported the attack.
Baltimore County police used many investigative tools including ring videos and other surveillance videos to identify the car that Quinn was driving and then establish that Quinn was the person who attacked the victim.
Quinn was tried before a jury and convicted of First Degree Rape, Attempted First Degree Rape and Kidnapping.
At the time of the attack, Quinn was on probation for Second Degree Murder.
He had been convicted in Baltimore City Circuit Court of Second Degree Murder and Possession of a deadly weapon with intent to injure in 2014.
Quinn had been sentenced to incarceration but then was released to a suspended sentence and probation on April 20, 2017.
Since his arrest Quinn has been convicted of indecent exposure to a female corrections officer while pending trial for the rape.
The prosecutor read a victim impact statement from the victim, which said, “I was attackedit affected me a lot psychologically I give thanks to God and authorities for bringing justice.”
The sentence was handed down by the Honorable Andrew Battista in Baltimore County Circuit Court.
