An Illinois woman died after she was found shot and unresponsive inside a vehicle in front of a manufacturing plant in Waukegan Monday evening, authorities said.

The Waukegan Fire Department and Waukegan Police Department responded around 7:37 p.m. Monday to the 1900 block of South Waukegan Road.

Waukegan Deputy Police Chief Joe Florip said officers received a call for a subject slumped over in a vehicle. Officers arrived and located a victim that had been shot.

The victim was found in a vehicle off the shoulder in the northbound lanes of Waukegan Road, Florip said.

Officers performed CPR on the victim until paramedics arrived and the victim was confirmed to be deceased.

Florip said the victim is an adult female, in her mid-20s, who was a Lake County resident.

The Waukegan Police Department Criminal Investigation Division (CID) was called to investigate.

Detectives are in the early stages of the investigation but believe the victim was targeted.

The victim was identified as 25-year-old Shiyanna Hayes.

No one is in custody yet for the shooting, Florip said.

Detectives are asking anyone who was in the area around 7:37 p.m. Monday and has relevant information to report it.
